Personnel lifters must be suitable for the tasks to be performed This is applicable to other load-bearing capacity, layouts, etc. There must be usage instructions in Danish on the tool, describing – among other things – what the lift may be used for, its operation, emergency lowering and daily maintenance.
The work platform must bear a clear sign which describes the maximum permitted load. The control panel must bear clear pictograms or text in Danish.
A telescopic loader or a hoist with a basket can ideally be used for minor repair and maintenance work.
The machine and basket must be CE-labelled and approved together. This approval will be specified in the supplier’s usage instructions.
When working from a basket, it is necessary, among other things:
- to remain inside the basket at all times while working,
- to use fall arrest equipment comprising a safety harness and line, secured to the basket.
Working from a basket with an open front is permitted only if the basket and machine are approved for this type of task. Ask the supplier.
It must be possible to read about the history of the platform in logs kept on the tool. Among other things, these must include information on load tests, repairs and inspections. The owner of the tool is responsible for keeping the logs.
A main inspection must be carried out by the supplier or another expert at least once a year.
The work platform must have fencing 1.1 m high on all sides. This fencing must be made of either a suitable panel material or secure railings. Railings must as a minimum have a hand rail, a knee rail and a foot rail 0.15 m high which finishes close to the floor.
The gate in the fencing must be self-closing and must not open outwards.
To prevent hands from becoming trapped, there must be a 10 cm hand rail within and 10 cm above the top edge of the fencing.
The actuating buttons in the basket must have a dead man’s control function and be installed or labelled so that incorrect operation is avoided. Buttons, handles, etc. for operation of the personnel lifter must be marked with symbols which are easy to understand (pictograms) or text in Danish.
Use of personnel lifters
People on the work platform must use safety harnesses and safety lines. However, this is not applicable if the personnel lifter can only lift vertically, e.g. a scissor lift.
The erection location must be secure and load-bearing. The supplier’s instructions relating to the use of supporting legs and max. Incline of the terrain must always be followed.
If the personnel lifter is erected and used on and near to public roads, this work is covered by the rules of the road. Appropriate arrangements must therefore be made if there is any risk of collision.
Before work commences, a delineation plan must be prepared which is to be approved by the road authority. If the delineation plan involves a speed limit, the approval of the police is also required.
Besides the person working in the left, there must be at least one person in the immediate vicinity who can be called in the event of a stoppage or accident when someone is working on the lift. It must be possible to call this person by shouting or using a mobile phone, and he/she must be instructed in the lowering procedure.
Employees who are to use the personal lifter must have received proper training and instruction on its use. Minors under 18 may only operate personnel lifters if this work is taking place in connection with training which aims to give them skills (e.g. as apprentices).
However, minors under 18 may certainly work from a personnel lifter.
